From 21,785 residents to about 55,000: what growth means under the floor
Herriman counted 21,785 residents in 2010, and the 2020 Census counted about 55,000. That climb explains most of the calls we take here: new lines for finished basements, added bathrooms, detached garages and shops, and water heaters bought at the same time.
In a city that adds homes quickly, a lot of work is installation, not repair. That is why we lead with plumbing installation on this page, and why permits matter more here than they might elsewhere.
Fast growth also means new neighbors on every side, and not every street shares the same water arrangement. If you are not sure whether your address is on the city's secondary system or which water report applies to you, check the city's water page before you call about a water problem.
Adding or replacing: what Herriman's building department asks for
Herriman's building department says a permit is required to replace or add a water heater and to add new plumbing lines to a house or a detached structure. Repair and maintenance of existing plumbing does not need one. Plan around that line before you start a remodel.
| Job | Permit per the city? | What we do |
|---|---|---|
| Replace a water heater | Yes | Plan the swap, strap the tank, and tell you what to ask the city |
| Add a basement bath or kitchen lines | Yes, new plumbing lines | Rough in drains and supplies for inspection |
| New lines to a detached garage or shop | Yes, detached structure | Run the supply and drain, with Blue Stakes 811 before trenching |
| Fix a dripping faucet or failed supply valve | No, repair and maintenance | Repair the fixture on the same visit |
| Replace a worn pipe section like for like | Maintenance, ask if unsure | Describe the work to the city first |
For a planned tank swap, see our water heater installation page, including seismic strapping that Utah's plumbing amendment requires. Anchor straps go in the upper and lower thirds of the heater's height.
Wells in summer, JVWCD in winter: why your water can change
Herriman's 2025 water report lists five wells, one spring, and purchases from Jordan Valley Water Conservancy District and from Bluffdale City. Since fall 2024, the city says it uses only JVWCD water from October to April and local wells in summer.
Herriman's FAQ says JVWCD water is less hard than water from local sources, but it gives no hardness number. Scale on fixtures and in heaters may vary by season. Test your tap in July and again in January before you size a softener or choose a conditioning system.
Is the water or the work urgent?
If water is moving where it should not, call the 24/7 line now. If you are planning an addition, call and we will talk through scope and sequence.
Secondary water, hose bibs and the backflow rules
Secondary water in Herriman is metered, available only in areas on the city's map, and runs from about May 1 to mid-October. It is untreated, and the city filters it to 200 microns. Treat it as irrigation only and keep it away from anything connected to drinking water.
Mechanical backflow preventers must be tested within 10 days of first use and then every year, and hose bibs need vacuum breakers. A weeping hose bib or a broken yard line is a job for a water line repair visit, and the preventer gets retested after any work.
Herriman facts that change how we plan a job
Hi-Country Estates
The city keeps separate water reports for these areas, so read the one that matches your address before testing.
Sewer
JBID is the sewer district for the area. Its main line is (801) 571-1166, and it owns the main, not the private line from your house.
Parks as landmarks
W & M Butterfield Park on Butterfield Park Way and Rosecrest Park on Rosecrest Road help us place a call. Tell us which park is closest.
Copperton
The community at the mouth of Bingham Canyon, northwest of Herriman, is farther out. Tell us on the call and we will plan the trip.
Steps before our plumber reaches your Herriman home
Find and close the main
It is where the line enters the house. Look in a garage, basement or utility room first.
Cut power to wet circuits
Turn off breakers for any soaked basement, laundry or garage. Never touch a panel while standing in water.
Clear and photograph
Move belongings off the wet floor and take photos for insurance before you mop.
Call the 24/7 line
Tell us the nearest park or cross street. If you smell gas, leave and call Enbridge Gas Utah at 1-800-767-1689 or 911 first.

Herriman borders Riverton, and our base is a short drive from City Hall on Herriman Main Street. We also dispatch to South Jordan to the north and Bluffdale to the southeast.
Rules and sources behind this page
According to Herriman's Building Department, replacing or adding a water heater and adding new plumbing lines need a permit, while repair and maintenance of existing plumbing does not. The IPC sets the broader code. Utah Code 15A-2-103 adopts the 2024 International Plumbing Code (IPC) as the state plumbing code, effective July 1, 2026, with Utah amendments on top.
Herriman's water FAQ says water from Jordan Valley Water Conservancy District is less hard than water from local sources. Ask the city water department for the current report.
